Flick Named ‘Champion for Children’ by National Organization
October 15, 2026
HARRISBURG – Rep. Jamie Flick (R Lycoming/Union) has been named an inaugural recipient of the Champion for Children Award by the National Parents Organization (NPO).
The national honor recognizes legislative and judicial leaders who champion legal defaults that protect a child's fundamental right to maintain meaningful, loving relationships with both fit parents after separation.
“This recognition is truly humbling,” Flick said. “NPO is a respected national leader in advancing family court reform that puts children first. I am so very grateful to receive this award as I have fought for years to modernize our family court system and ensure that children remain at the center of every decision.”
Flick has gained recognition across the country for his work on his House Bill 1499, which seeks to ensure fairness in custody determinations and protect children’s rights to have equal access to both parents, provided they are willing, fit and able.
Flick was presented with the Champion for Children Award by Don Hubin, Ph.D., National Board Chair of NPO at a press conference he hosted at the State Capitol during a day on which House Bill 1499 was the focus of the conference, a Judiciary Committee public hearing and panel.
“Rep. Flick has demonstrated extraordinary courage and conviction in confronting the outdated defaults of our family court system," said Hubin. "Where many see an immovable judicial status quo, Rep. Flick sees an urgent moral obligation to protect children. His sponsorship of House Bill 1499 and his tireless leadership of the 'Kids Need Both' initiative reflect an unwavering commitment to making equal shared parenting the standard in Pennsylvania. Social science consistently shows that children thrive when both parents remain fully engaged in their lives, and Rep. Flick’s visionary legislative work is laying the foundation for stronger, healthier families across the Commonwealth."
In addition to his work on House Bill 1499, Flick also successfully amended House Bill 378, now Act 11 of 2025. The law reduces the factors a judge considers during child custody cases from 19 to 12. Flick’s amendment required the court to give everyone a copy of the new factors within 30 days of modifications being made so that every party, including parents who often represent themselves because hiring lawyers is so expensive, has fair access to information.
Flick, who is also a father of six and a Court Appointed Special Advocate (CASA) for foster youth, was named a co-recipient of the Champion for Children Award with the Hon. Mica Wood Pence, 43rd Circuit judge from Barren and Metcalfe counties in Kentucky.
